CHAPTER FOUR Nixon and Kennedy Efforts With the passage of the Medicare bill, pro- ponents of universal health care saw the promise of an even bigger victory that soon would bring health insurance coverage to all Americans.

The resultant Committee on the Cost of Medical Care (CCMC) formed in 1927 to study the best way to organize the health care system to make it more ef icient and allow more Americans to bene it from it. The group, privately funded and made up of an impressive collection of nearly ifty economists, physicians, and other 35 Health Care Reform Act health-related specialists, published twenty- ive weighty reports and dozens of papers on the subject over the next ive years. In its inal report, issued in 1932 during the Great Depression, the CCMC concluded that the most ef icient and effective way to deliver medical care was by setting up group practices and having state and local agencies coordinate health services.

Under the Truman plan, national health insurance would be an expansion of the Social Security program already in place. Employers and employees would pay for the insurance through payroll deductions and taxes. Government-funded social welfare agencies would foot the bill for poor, unemployed people. Truman intended his insurance plan to cover all Americans—workers and their employers, self-employed business people, professionals, farmers and agricultural laborers, maids and other domestic workers, government employees, the unemployed, and the families of them all.
